The Thurs Special Aeronautical Research design bureau was tasked with producing a large single engine ground attack craft -- but realized they had constructed an airframe that proved far too large and unwieldy to provide the nimbleness and maneuverability required to strike targets with precision.

Instead, they strapped 22 large bombs on the bottom and called it a bomber. Though fairly slow, this weapons platform has decent range and flexibility to be competent in attacking large hard targets with swarms of bombs.
