An attempt to provide a low-budget multi-role fighter to the many poor island nations still using old propeller-driven fighters from the previous war, the Caiman was outfitted with two outdated yet easy-to-maintain Blasto J15 turbojets that the company had previously deemed unsuitable for military use due to their weak output.

It had been designed to be more akin to the obsolete propeller fighters it would replace to allow the pilot to adapt more easily, hence its unconventional landing gear configuration. The design team took advantage of this to incorporate parts from previous propeller driven models to reduce production costs. The plane was also made to have a low takeoff speed, have a turn radius similar to that of the fighters it would replace, even when fully loaded, easy maintenance, the capability to operate from dirt runways, and a see through cockpit floor. Supersonic capability was not required nor implemented.

The resulting plane came standard equipped with 2 250lb bombs (detachable via AG1), two rocket pods, 8 wing guns, a top speed of 460mph/740kph at sea level and a take of speed of 150mph/240kph.
Due to budget limits all stock craft were not equipped with countermeasures of any kind.
