The C51 steam locomotive is a tender steam locomotive for mainline passenger trains, developed in 1919 by the railway institute, the predecessor of the Japan National Railways (JNR).
Initially it was called 18900, but it was renamed C51 in June 1928. His nickname is "Shigoichi".(wiki)
