History :Forecasts of the development of the nuclear missile forces of the USSR and its allies, their air defense, put the military-political leadership of the United States before the problem of a nuclear strike on strategic objects in the socialist countries. The task was to develop intercontinental air attack systems that could overcome the air defense system of the future. For this purpose, it was supposed to create unmanned (missile) weapons (Intercontinental ballistic and cruise missiles) and manned hypersonic aircraft capable of targeting nuclear weapons from heights inaccessible to advanced Soviet air defense systems. Flight tests of the X-15 were conceived as a stage of a manned project[4]. The launch of The first artificial earth satellite by the Soviet Union on October 4, 1957, confirmed the importance of the task and led to an additional task: anti-satellite weapons. As noted by the historian of American aviation and cosmonautics Michel Evans, the X-15 was conceived to counter the emerging "red threat" - as an American response to the Soviet military space challenge[5].

The project is based on the proposal of the German Major General Walter Dornberger. the german design documentation was transported to nasa's aeronautics research laboratory in langley, virginia, where it was handled by nasa engineers john becker and hartley sule. Later, Becker will write in his memoirs about working on the project: [6]
Before we saw the Zenger and Bredt papers, we thought that hypersonic flight could only be achieved by [unmanned] missiles. The idea of a manned rocket flight at hypersonic speeds, at ultra-long distances, was new and exciting for us. An extremely detailed analysis of many aspects of this idea [carried out by these two German scientists] gave a real basis to this idea. These works provided the Foundation on which the x-15 advance project was created.
