The Storm IV Twin-Pod Cloud Cars were ships flown around Cloud City by Bespin security forces, they can be seen in Star Wars V: The Empire Strikes Back. The landing gear is there just for show, and it is for the vehicle to levitate! Slowly move the trim slider up, but not all the way to the top.
