Omitter was the guardian of the Stronghold in Northern Overture. After the stronghold was defeated she appeared again during Aurora Noctis, seemingly defeated. Yet she reappeared at the end of Dreamwaker's Butterfly with the other Sirens of this category.

Technically the blues and yellows are on the same side, so definitely blues are enemies. But the way I see it, and I'd suggest you let others know of this, all the yellows are actively attacking, Omitters and Compilers are defending already conquered areas, and Observer Zero is the leader of all operations, occasionally taking part in attacks if she feels like there's not too much risk for herself.
So I could assume that Blue Sirens are Neutral Evil I guess
