In the year 2021 The United States wanted more F-22 but they where too expensive to restart production. So Pratt and Whitney and Boeing cooperated to install the Pratt and Whitney f-119 vectoring engines and add some extra control surfaces to the F-15E air frame to make it a 4++ generation jet fighter. The special panels that where from the F-22 had some left over and so they where putted on so that the Bald eagle could be more stealthy and it made its radar cross section half the size. They also gave them and let Japan to make their own ones.
