There is a large difference in piloting T-16s over sand dunes a screaming into battle inside a TIE-Fighter so a trainer was needed for the Empire. Thus the TIE-Trainer came into existence. This aircraft was designed to let pilots get used to the finnicky controls of a regular TIE. Coming fully equipped with weapons it can even be taken into battle in a pinch.
