The development of the Type 54 began in 1953, when the Estrovakian Royal Federation Army's Armament Corp received an example of Fabrique Nationale Herstal Fusil Automatique Léger. Satisfied with the performance of the gun the Armament Corp(now Merlin Enterprises) immediately began to make the improved copy of the FAL, by simplifying the original gun. The result, the Type 54 Mod 1 satisfied the Army. The Type 54 Mod 1 has a few differences when compared to the FN FAL - it is chambered in 6.5x63mm or .255 ammunition which has an identical amount of propellant as the .30-06, while having a flat trajectory and good penetrating capability down range; the charging handle is fixed to the bolt instead of being a reciprocating like in the latter; and the safety is in the trigger guard unlike the latter which has the 3 position selector switch. The magazine release is inspired by the AK rifle, and the original barrel was a light barrel with the length of 21" instead of heavy 21" of the FAL 50.43. It also utilizes the same operating system.

in 2017 when the Sa-98A1 is being introduced as the new service rifle. The army seeks to keep the Type 54 in service but with modernizations to the system by integrating a composite M-LOK handguard, folding stock, and Picatinny rails(small improvements to some components are also done.) In 2021 the gun chamber has been reinforced more to accommodate an improved hybrid metal base .255 Merlin HMB ammunition.

The Type 54 Modernized, the latest derivative of the 6.5x63mm Type 54 Battle Rifle made and used by Estrovakian Royal Federation's Armed Forces since 1954.

The Development of the Type 54M began in 2017 when the Estrovakian Royal Federation's Army seek to complement the old Type 54 battle rifle in backline service, or as a stopgap measure if a new unit needed to be armed rapidly.

The Type 54M features a composite polymer handguard which has an M-LOK slot on the bottom, for the uses with Picatinny rails if needed(not issued). the gas block shield also features the picatinny rail which extends beyond the gas block, allowing for the uses of a Tactical Illuminator if needed(Typically soldiers who got issued the 54M also got issued a night vision scope if any at all, but this varies among units).

The stock is upgraded with a better adjustable cheekrest, improving the ergonomics while also retaining the compactibility and light weight.

the Type 54MN features 18" light barrel instend of full length 21" light barrel of Type 54M.

The .255 Merlin Hybrid Metal Base is an improved 6.5x63mm previously used by the armed forces as the main caliber for rifles, machine guns, sniper rifles, etc. With the Hybrid Metal Base, both the velocity and the load of the projectile are greatly improved(20% more velocity) , while being lighter than the normal cartridge(20% lighter).

The standard ammunition type "Hybrid Cartridge, Steel Core, .255 (6.5x63mm), M1A1" Steel Core Ammunition was tested against NIJ level 4 rated body armour, and the results show that the standard ammunition is capable of penetrating through it - and still cause significant damage.
