With the advent of the IVLK-15 new tech was being explored to create a more effective military drone that could fulfill the roles of the Type 1 and more. Work began in 1940 around the same time as Suomi Imperiumi Lentokonetehdas (Finland Imperial Aircraft Factory) was being organized and was actually completed by SILK, it retained its originating designation.
