Help - I can't figure out why this is so unstable

Excuse the poor modelling, im not great at making propellor driven aircraft. But this seems to be very unstable. It flies well when fhe controls are handled lightly but if full elevator is applied it seems to flat spin or throw itself into a drag. I'd like for it to fly while having a decent turn and roll rate, however, i cant seem to work out why its so unstable. Thank you for any help, I'll credit you when I release this (if you want).

    Just horizontal stabilizers are too small.

    First this thing is heavy in my book for a propeller aircraft, second you might have your control surface too big for the plane, quite common for me (which ironically better making propeller aircraft than jets)
