A planetry rover designed for one thing: Racing. Rover racing became a very popular sport as humanity spread out into the galaxy. It also pushed the boundries of design as engineers had to combine a terrestrial racing car with sealed planetry rover and star ship since the races often included sections where the rovers had to fly through ravines. The result was this. Even by the standards of a normal Earth racing car, this was reasonably fast but had lift engines to lift it into the air above airless worlds for the flying sections. Group 1 activates rover mode and allows driving around. Group 2 activates flying mode. In flying mode, Throttle controls main engines and VTOL controls lift engines. Once flying fast enough, lift engines are no longer required and can be shut down. Note, try jumping this rover on sky city with the main engines. You will be a tad surprised.
