You need to move your center of mass further towards the nose. It's barely in front of the center of lift, of at all. By doing this I was able to get this design off of the ground.
You have dead weight in a lot of unnecessary pieces. Try removing some from the pod shaped things on the wings. Also, when building I typically leave all of the fuselage pieces empty of weight and fuel until I am near the end of the building process and need to balance the design.
