It is supposed to be a aircraft designed during the 2000, with stealth capabilities, designed to be as cheapest as an F-15 or even cheaper than that to be operated by small squadrons of fighters with various missions all across the globe. It didn't leave the prototype fase due to the running cost of the plane and because cheaper planes could do the same things and be mass produced keeping an acceptable running costs.
