The FC-14 was the more conventional, and far less expensive competitor to the FC-13. It was decided that the FC-13 would be the better showcase of the nations technology, however in a highly contested descision, the FC-13 was withdrawn and the FC-14 was submitted as it had outpreformed the FC-13.
