To fix this aircraft, I moved the COM in front of COL by adding more wing at the back, and taking off unneeded weight at the back such as weight and dead weight. I also got rid of one of thee nines because it is already plenty fast and it was too heavy. All wings were replaced with strengthened wings which don't flex. Also changed control surfaces so pitch is on the inside and inverted because it's delta, and moved roll surfaces on the outside. Flies great!
