THE TOP PANEL IS NOT MISSING, JUST HIDDEN FROM VIEW. This is CBU-1625, a working cluster munition. Simply press the 1 Activation Button and the Canister will automatically detach from the aircraft, separate the two side panels, and deploy all 16 Boom 25s, hence the name, CBU-1625. You can aim it pretty accurately using the Boom 25 CCIP, with the steeper the dive angle the closer it will be to the Boom 25 CCIP marker, you'll get used to it. When adding to your aircraft, make sure the pylon is the only thing attached to your aircraft, otherwise bad things happen. There are 2 rings of 8 bombs, one ring is detached with greater force than the other, making two rings of different sizes that will land around the impact point. There is an orbital camera in the main canister called Container, and one of the bombs also has a camera.
