The TL-1 is a small single-engined propeller-reconnaissance-communication aircraft designed and manufactured by the Air Force Technical Institute under the Ministry of National Defense of Vietnam . TL-1 stands for aircraft mission is reconnaissance-communication, the number 1 denotes the first of its kind. In early 1978, the Air Defense-Air Force (PK-KQ) established the project "Building a base for designing and testing small propeller aircraft". On March 4, 1978, the Central Military Commission held a meeting to approve this project and assigned the PK-KQ Air Force to preside over the implementation. Mr. Nguyen Van Phuc, French aircraft design engineer enthusiastically supported and helped the project as a technical design consultant. On May 15, 1978, the Military Service established Committee X to be in charge of implementing this project, including Major-Deputy Doctor Truong Khanh Chau (later Lieutenant General, Deputy Minister of National Defense) as project manager and 13 engineers.
On September 25, 1980, the TL-1 took off for the first time at Hoa Lac airport . With 102 minutes in the air, 13 landings and takeoffs, the TL-1 completed a two-stage test flight program: flight test and flight performance test.
After that, the Ministry of Defense also assigned the Air Force Technical Institute to successfully build the HL-1 trainer, fly 23 safe flights and implement the program to build the HL-2 aircraft that can park and take off. on the water. By April 1987, the HL-1 aircraft had successfully tested, but due to financial conditions, by the end of 1987, the program to complete the HL-2 aircraft was suspended, the Ministry of Defense decided to stop the research program. aircraft construction.
