After the events of the Third Impact, NERV had to rely on their own assets to completely secure Tokyo III and the Magi. This action saw the development of the Katsuragi Security Services(KSS) headed by Captain Misato Katsuragi. The KSS was split into three aspects, the KAF, the KN and the KGF.

The blueprint for the frigate was successfully acquired which was based upon the USCGC Stratton (WMSL-752), NERV R&D saw great potential for a cheap and powerful platform.
