To take off, throttle up to 100% then press 1 to turn on the engines. To land on water, approach the water, and at around 300 mph press 1 again, put your landing gear up and use the air brakes until you're flying at around 200-100 mph. Then, when you've landed, press 2 (this might take a while) until the plane is completely stopped. Then simply press 2 again. I've seen that this can be a bit finnicky, so you should probably press 2 again when you're at about 5 mph.
