Ekranoplan - small
This is based on the Russian Ekranoplan, but it is much smaller.
The whole concept is based around what is called 'Ground Effect' which is what happens when a wing is very close to the ground. The wing traps air underneath itself, building up a 'cushion' of air which lifts it off the ground.
The winglet near the aircraft can be placed on the engine and if you change the angle of attack, it will help the aircraft lift a little faster, but watch your speed as it may start flying, which it isn't really supposed to do.
The real one could fly about 100 meters above the water before the 'ground effect' stopped working and it came back down.

The original "Caspian Sea Monster" was a big plane/boat, call it what you will.
