Penumbra Class Steamship

The penumbra class is a small tramp steamer designed for sailing to and from ports with no equipment for loading or unloading the ship.
In order to increase the rate of turn, the ship has been fitted with two rudders. One at the stern and one at the bow. However, this causes the ship to roll when the rudder is moved suddenly.
In calm seas, the ship will roll around 45 degrees when the rudder is deflected to 35 degrees. However, it will not capsize.
Instructions:
VTOL slider: Propeller pitch
Trim slider: Rudder control
Possible passenger capacity: 26
Possible cargo capacity: Just fill the holds until they are full
