The Dornier Do 29 was an experimental aircraft developed in the 1950s, used to test a tilting-propeller system for short takeoff and landing aircraft.
VTOL down to rotate engines. The sweet spot is somewhere between the bottom two notches, which gives near-vertical takeoff capability. It's flyable (if a little tricky) down to an airspeed of about 25mph. Top speed 250-ish.
