DustDevils are an interesting case. They are built by an independent contractor in the highlands of Mexico, and since they aren't authorized or licensed by any aviation administration, they can't be purchased anywhere but the black market. A good amount of Dustdevils are owned and operated by the Mexican air pirate gang "Bandito Squadron".
