C-19 likes C-20 as a good ally, and also likes the idea of using propellers for it (despite C-19 being a jet, he's always been fascinated by props).
He's also glad that C-20 can land easily (It's a long story)

C-20s Opinion on C-19

Thinks of him as a chill older brother.
Thinks they are on the same level as C-19 carries more, but C-20 can easily airdrop tanks. C-20 also thinks that being smaller and slower than C-20 is worth it for his Short landing Capabilities and his AC-20 variant
In other words he thinks he is just as cool as C-19 except he doesn't have as much service.
