The F.20 started out as a Modification of 59 arado Ar.11 torpedo bombers bought by the Qing Dynasty, but when the “ Dà pànluàn” (great rebellion) began in 1915 and tens of small war-lord nations began declaring there independence the Qing dynasty was in dire need of ground attack aircraft, arado and other aviation companies that had sold military aircraft to the Qing dynasty to help modify there aircraft to help lead to the quick modification of the 59 arado Ar.11 at the time only given the name “emergency attack aircraft A10” after the great rebellion in 1920 and with help from arado, Nicurov Finnish aircraft,and Fokker the first Qing aviation company was founded named “ Zhaohui Hángkong Gongsi De Beijing” (Zhaohui aviation company of Beijing) and almost immediately after the founding of the new company they got to work upgrading the modified Ar.11 and giving them a new name leading to F.20 one of the frist domestically produced Qing aircraft
