Improved hydro plane (to the previously posted). To move water rudders up/down activate 1 and use VTOL. For flaps, use VTOL and 8. The governor is on the trim, though its not necessary to touch it except for feathering or moving backwards on the ground.
Flaps go down to 40*.
For water take-off, accelerate to 97mph, then full elevator and flaps 20.
