I assume you mean the fog that forms on high-G maneuvers?
The best way to do that i think is engine afterburn, not rockets, Because you can turn it on and off.
If you know how to mod:
Just make some hidden VTOL nozzles with big thrust scale, and white color,
Then a VTOL engine with the input to activate when over a certain G force.

Just fire the rocket! You can fire it multiple times for a thicker trail.
