Try inverting the forward flap controls, this will enhance the pitch, also, you probably need roll flaps.

@R1battledroid you need to edit the CoM, if you get it just right, it won't pitch upwards or downwards.
@50CalChicken i increased the size, then the plane didn't move at all, I added a small jet engine, but then the propeller would hit the ground, and when I spawned in air it would keep pitching upwards
