This is a rate of climb indicator. It's currently (visually) capped to a maximum of 30 m/s, but it works. You can make a larger dial for this if you so wish.
The input used is simply based on rate(Altitude).
The top left corner shows the rate of climb according to the game, and you can see that this dial display also reflects that same number.
To see the actual rate of climb in real time, type the following into the dev console: DebugExpression "rate(Altitude)"
It will align with the rate of climb meter reading.
