This was a fighter aircraft designed in response to a government specification using a specially modified Mikulin AM-34FRN engine and a new evaporative system which didn't require radiators, but the system was vunerable to attack and not not powerful enough to cool the Mikulin engine, though the designers attempted to switch to a more standard cooling system they were forced to stay with the evaporative system and further development was halted in 1939, though the I-21 designation was re-used for the Pashinin I-21
