First you have to change the location to the USS Tiny. Then activate group 1 to roll forward to get next to the tower of the USS Tiny. Once next to the tower, deactivate group 1 and activate group 2 to use the arms to hold on to the tower. Then you can deactivate group 2 and activate group 3 to use the vtol thrusters to move the USS Tiny.
