The Arrow was the first dedicated, scratch-built CIR fighter. Created from the basis provided by an experimental aircraft that aimed to improve on the Clothes Horse's performance without compromising on keeping the pilot away from potentially toxic fumes, the Arrow's purpose is clear just looking at it: The otherwise light aircraft has a reinforced nose housing a 27-30 mm cannon intended to provide the sheer firepower necessary to break through Bashers' armor.

This powerful ordnance, coupled with the type's speed and high rate of climb made it a natural pick for the daytime interception of Burner raids. In this capacity, the Arrow can be seen as a sign of the CIR's growing consolidation of it's war effort, which has seen the CIR evolve from badly coordinated semi-informal militias that had poor standarization to a strongly networked body capable of planning out broad operational plans and a logistics train capable of going on the offensive.
