The Forza Aerospaziale has always had a need for unmanned aerial vehicles since back in the 80s, but the project only received full funding in the early 1990s. The Raven is designed to be a dedicated combat reconnaissance aircraft, enhanced with new remote control technologies which allowed better efficiency and greater precision. It is also designed to complement the Spectre fighter jets' reconnaissance capabilities. Deliveries started in 1996 after delays.
