@though if you want you Can search for some Map mod but don't use parts mods on the planes that you upload if they aren't essential because normal players can't download the planes with external modded parts.
Fine tuner mod for android By HellFireCoder this is the beta version with scale tool. Download it and move to android/data/com.jundroo.simpleplanes/mods then open simpleplanes and go in the mod selection in the main menù to active it. For xml I can't help you because I'm not good in english
