There's a ton fighters that compete with rafale that arent american, from the light ones like gripen e, typhoon, jf-17 and hal tejas to heavier ones like flankers, miggus 29/35 and su-57.
@Basilisk The T-2 was basically Japan looking at what was on offer, and between the American T-38 (Basically an F-5) and the Jaguar, they chose the Jaguar and wanted to build it under license.
But money and other issues got in the way. So to solve the issue it appears they produced a home-grown fighter to meet the same specs as the Jaguar, which is why it looks very similar.
