Check part connections. There could be something that's stopping the entire assembly from moving i.e there's a part connected to anything that's not with only the gatling gun.
This happens to me all the time whenever I install custom missiles on builds.

Don't set the rotator speed too fast or the gun's centrifugal force will tilt the build, or just make the base really heavy via massScale or Dead Weight to mitigate/nullify this

Do you have the wings attached directly to the rotator? Try attaching it to a fuselage block first, then have that block glued to the rotator. See if it stops the oscillation
