Who (or what) is Jack Pluman? The last three times I've gone into multiplayer he will shoot me down with air-to-air, instant locking, 360 targeting, hypersonic, air-burst Cleavers. I can't even fight back as some how he has removed the "targeting square" for his aircraft. Not only does this mean that we can't actually have fun on the server, but it also means that we don't even have a fair chance of "seeing him off".

Could someone please explain why he is doing this and help me?

Often I don't even get off the ground. I asked him why he was shooting up people but he just mocked me.
Best thing I can suggest is keep Flying above 700-800 mph...
and stay in the air.

About those groups that start popping up, I think it's stupid to start seperating the player base like that.
I have nothing to do with any "Clan" or "defender" group, if anybody tells you otherwise they are lying.

I already have infinite flares, and guns don't work in MP.
Btw for problems of getting shot down i think you should go back and see the "older" parts, the one thing in particular is the active anti missile system that use a scaled gun tracer for shielding you from missile, or just make your own and make the system have an extended range so that you can be safe from the cleaver, i guess you could use it as a weapon too, just make sure the guns you use for the system doesn't have DisableCollision set to True or else the system wouldn't help you, and if that sounds impractical just put a bunch of infinite flares (my plane usually use those) your planes, maybe 6 is enough to disable the lock, the things that i found is that as long as you have atleast 4 or 6 flares/chaff in your plane at one shot you should be able to trick the lock immediately, for revenge just use that anti missile stuff that i mention

Oh, right. The thing is though, I have never seen he with a winch attached to his aircraft. He "buzzed" me several times whilst without a square and I never saw such a thing.
