I set damper up to 100,000 with the only effect being the surfaces moved slower, but inertia remained almost the same (it did go down a little bit but at a huge loss of elevator movement speed).
Set the damperMultiplier in rotators to high number
And Add mass on it
Make the elevators massless until you find a better solution ig

Try adding damperMultiplier into the left empty box in jointrotor if you're using overload, and in the right box add either 100, 10,000, or 100,000.

Try increasing the weight of the elevator. Because of how SP's physics work, it will be less torgue-y if the weights on both sides of the rotator are closer to balanced.
Also, pretty plane.

I think maybe mass scale. All that weight is being moved all at once so that may be it

Maybe you need to disable aircraft collision?
