Go to Edit, Project Settings.
Then Api compatability settings is half way down the page.

You need Unity 2019.4.8, not what the Reddit says
That reddit page is a few years out of date.
@ShinyGemsBro The mod tools come with the game. They are in the modtools folder, wherever that is on your system.
@Gestour Went to the reddit and clicked the download link for the SP Mod tools. It isn't downloading. A new tap appears then disappears just mere seconds after clicking
Before you import your mod tools, set your API level to 4.0.
Then it will work.
