Yep, shows up when you hit gold, I remember I got this when X99STRIKER upvoted a bunch of my planes to push me to gold on my old account.
Clicking no makes it vanish forever, clicking yes redirects you to a review page and clicking not now makes it go away for a while then come back later.

When I reached gold I clicked "yes", but I was on my phone and the review page couldn't load so I closed the tab immediately
