Depends how you want it to be
You can make helicopter style hovercraft or use jet engine
Take a look at the funky guide it will give you a basic idea of what to do
You don't really need funky but it will automat a lot of stuff for you

If you want to use a helicopter engine to make a hovercraft you can play with the groundeffect=1
Use overload and increase ground effect
What it does is it boost your engine lift closers you are to ground
