i also think that fuselage inlets work even if they are blocked, and count as a full size inlet no matter how small they are, so if you naturally put some on your build you will almost always be fine

Scaled engines tend to do that. Try not to scale your engines too hard.

Or, add 100 massless inlets scaled to 0

Try directly connecting the inlet to the engine.

also as much as possible there also has to be nothing blocking the inlets

inlets have to be directly connected to engines.
When engines are connected to a rotator they are considered a separate part so no matter how many inlets you put on your craft, it still won't help the engine.
