Make sure the capitalization is exactly how I typed it in my previous comment, and that there is a space on each side of the attribute.

disableAircraftCollisions="true" works just fine for me.

I dont use commands or xml modding, so I will probably be wrong. I think you need to go into the xml files, find the part, and type the command into the part file. If that isnt it, I have no idea
