I should be able to upvote what I want to upvote no matter how many times I’ve done it. It is annoying and repetitive, and I’m sick of it. It makes giving out prizes for challenges a huge three-week ordeal. And it’s cumbersome

If you're getting this warning, you're upvoting too much. That's what it means. Upvotes are to recognise genuinely good builds. If you take a few minutes to download and actually check out and fly things, then you'd never hit the limit.
Also nobody wants upvote spamming

That's why there's a cooldown. To prevent flooding the server wih countless upvote requests.
