In 1.9, the devs should add parts for people making naval boats. Ballasts, automatic elevators, arresting cables, and catapults should be added into the game as parts to build with.
Settings of each part (note that it also includes normal part settings Ex. Part transformer and input):
catapults
Ability to change length
Deflector toggle (much like rocket fins)
Type (steam, hydrolic, electromagnetic)
elevators
Toggle automatic (like Beast elevators)
Shape
Type (side/center)
arresting cables
Width
Distance between cables

No, all this can be built already.
I don't really see the need for a dedicated Catapult or Elevator, both can be made reasonably well with vanilla parts and I don't really see the need for these in the first place.
This would all be great for SP2 but to do that Jundroo needs the funding.
It would be cool, but I agree with @spefyjerbf, a lot of this stuff can be done in game. What I want in 1.9 is better weather, with rain, and moving water, and actually existent clouds.
A lot of these can be made with the parts that we already have. Try giving it a shot!
