Theres a lotta things that need fix, but it'd be best to do it over time than at one point, so people have actual time to adapt to the changes.
To start off, we need to update and revise the Geneva convention for the RP, so it clearly states limits on free fall non-nuclear ordinance.

Think of it.
Since you dropped a 13 ton cluster bomb over the heads of possibly your enemies, they're most likely already dead.
If your forces were to capture a certain base which had the bomb dropped over it beforehand, there would most likely be an immense amount of casualties since you've covered the entire area with thousands, ten thousands or maybe even hundreds of thousands of bomblets.
