Larry "Pixy" Foulke was a Belkan mercenary pilot who served in the Belkan war with his distinctive Red winged F15, he was teamed up with another mercenary pilot cipher who acts as Galm squadron leader. Both were inseparable, until the aftermath of the Belkan city bombing that left Pixy in anger, which leads to him turning on cipher and joining the Belkan forces later on.
those words are well known to Cipher as pixy says them on certain occasions.
This F15 tops at 800-900mph at 10.000 ft and 950-1000mph at 37.000 ft, it is not the most maneuverable F15 here but it does fight well.
25% throttle is best for stable flight.

Also, some suggestions (sorry if these have been suggested before) to make these a touch better. Turn your horizontal stabilizers into "stabilators", which is to say, attach them to a rotator, set it to 15 degree range and pitch input. It should make a great plane even better.
