To some extent yes, but more often than not lower ranked users do produce ‘lower’ (quality is relative) quality crafts (- just look at my early stuff it’s all reasonably terrible) although there are outliers . This leads people to assume that lower points = lower quality which is sometimes the case. It also comes down to the users follower base and general experience on the site @MajorSix
