After reports of rogue MDA members fishing in Snowstone's territorial waters have been increasing, the Constabulary wants a boat that could quickly intercept and stop fishing boats for easy arrests.
The Pobednik is one of the prototypes introduced. Even though it is very hard to control it unless you know how hard should you steer, it is a viable option for quick ramming and deployment of troops for inspecting those rogue MDA boats.
